It has to be generated from the source, (this requires the gettext-utils
and ruby-gettext packages, or whatever the equivalents are). Then the
.pot file is merged with the .po file. There is a Makefile to handle
these tasks. If you have the required packages installed, you can just
do this: 

  cd alexandria/po
  make po
  make check

This last command will tell you the status of your .po file.

There is a README inside the po/ directory which explains how the
Makefile works.

(I remember now that this *should* all be in the document on the wiki,
