[Chirb] RailsConf discount

I submitted a proposal for a talk on extending ActiveRecord but still
haven't heard anything so my guess is it won't be happening.

I went last year and was disappointed in the technical detail of most
presentations. They're claiming to be putting more emphasis on doing
advanced subject talks and anyways its a great opportunity to meet
other developers, so I am going to attend again.

And I will be sure not to miss the *RejectConf* event like I did last time.
