[Chirb] Ruby Based Job Board

Thanks folks for you help.  The idea is the client does not want to pay us
to create a job board for them.  They currently use an external job board
that is based in .Net, and we have been rewriting all their apps in
Ruby/Rails.  For us is makes things much easier to integrate the info from
the job board if it is also written in Ruby.
