[Wtr-development] click_no_wait patch

While working on some tests in our office, we realized click_no_wait
wasn't working at all in Server 2008, due to how the call to "system"
was getting interpreted by the command line. This patch adds a small
tweak to the code that fixes the problem for our platform, and
shouldn't cause any problems in other versions of Windows.
