[Wtr-general] Development updates

Bret,

   I'll add the link from the FAQ and the instructions to the dev build
page. The gemspec has all the information required to build the gem. The
rakefile can do gem it up and more, but if you're just looking for the gem
then it's pretty easy given Watir really doesn't have that many
requirements.
